Peer to peer multiplayer is only good for the host. Everyone else suffers. But obviously Activision doesn't want to pay for servers that's why they use peer based multiplayer. Even now, all I play on are dedicated servers on Infinite Warfare. I am curious why you think Infinite Warfare was P2P, and how you would go about proving it.
My current router displays a map showing your position, as well as the server you are connected, it's IP address, and domain name. On my previous router, all I had to do was look through my firewall logs, and see where my IP address was connected to, and it always resolved back to.

And, just for reiteration, P2P means peer-to-peer, and in that type of network, all consoles must talk to each other, and is a terrible model for CoD games. The hybrid system that has been in place since BO2 chooses one player as the host, and all of the other consoles talk to the client that has been chosen as host.
This is what shows up as a "Peer" type host, but is not the same as peer-to-peer. That's not to say it doesn't suck just as much when you end up on a peer hosted server, but it certainly is not P2P.
